Introduction
Welcome to Peacher, a political engagement platform ("Platform") operated by Galco LLC ("we," "us," or "our"). These Terms of Service ("Terms") govern your access to and use of Peacher at peacher.app, including any features, content, and services we offer.
By accessing or using Peacher, you agree to be bound by these Terms and our Privacy Policy. If you do not agree to these Terms, please do not use our platform.
Acceptance of Terms
These Terms constitute a binding legal agreement between you and Galco LLC. We reserve the right to refuse service to anyone for any reason at any time.
We may update these Terms from time to time. When we make material changes, we will provide 30 days notice via email, in-app banner, or by updating the "Last Updated" date above. Your continued use of Peacher after changes take effect constitutes acceptance of the updated Terms.
Eligibility
You must be at least 13 years old to use Peacher. By using our platform, you represent and warrant that you meet this age requirement and comply with all applicable laws.
You agree to provide accurate, current, and complete information during registration and to update such information to keep it accurate and current. Each person may maintain only one account.
Account Registration and Security
Peacher supports multiple authentication methods, including:
- WebAuthn/Passkeys (passwordless authentication)
- OAuth providers (Google, Discord)
- API keys for programmatic access
You are responsible for maintaining the security of your account credentials and for all activities that occur under your account. You must notify us immediately at security@peacher.app if you become aware of any unauthorized access to your account.
User Content and Ownership
You retain ownership of all content you create, post, or share on Peacher ("User Content"), including posts, comments, messages, and attachments.
By posting User Content on Peacher, you grant us a worldwide, non-exclusive, royalty-free license to:
- Display, distribute, modify, and use your content to operate the platform
- Improve and enhance our services
- Allow other users to view and interact with your public content
This license terminates when you delete your content or account, except where content has been shared or reposted by others, or where retention is required by law.
You represent and warrant that you have all necessary rights to your User Content and that it does not violate these Terms, applicable laws, or third-party rights.
Prohibited Conduct
You agree not to engage in any of the following prohibited activities when using the Platform:
- Hate speech, harassment, or threats: Content that promotes violence, hatred, or discrimination against individuals or groups based on protected characteristics (race, ethnicity, religion, gender, sexual orientation, disability, etc.)
- Illegal activities: Violating any applicable laws or regulations
- LLM scraping and unauthorized automated access: Using bots, scrapers, or automated systems to collect data from Peacher without express written permission
- Commercial spam: Posting unsolicited advertising, promotional content, or spam
- Impersonation: Pretending to be another person or entity, or falsely representing your affiliation with a person or organization
- Malicious system abuse: Engaging in distributed denial-of-service (DDoS) attacks, ban evasion, or other malicious security attacks intended to harm the platform or its users
- Interference with platform functionality: Actions that disrupt, damage, or impair the operation of Peacher or other users' ability to use the platform
Violation of these prohibitions may result in account suspension or termination, as well as potential legal action.
Security Testing and Responsible Disclosure
Good Faith Security Research is Welcomed
Non-malicious security research is ALLOWED and ENCOURAGED. We value the security community's efforts to identify vulnerabilities and improve our platform's security.
Responsible Disclosure Process
If you discover a security vulnerability, please:
- Report the issue to security@peacher.app
- Provide sufficient detail for us to reproduce and understand the vulnerability
- Allow us reasonable time to remediate the issue before public disclosure
- Avoid accessing, exfiltrating, or destroying data beyond what is necessary to demonstrate the vulnerability
Prohibited Malicious Activities
The following activities are prohibited even in the context of security testing:
- Distributed denial-of-service (DDoS) or denial-of-service attacks
- Data exfiltration beyond proof-of-concept demonstrations
- Destructive actions (deleting data, modifying content, etc.), unless the destructive action was discovered while performing non-malicious security research.
- Social engineering or phishing attacks targeting users
Safe Harbor
Good faith security research conducted in accordance with this policy will not result in account termination or legal action. We recognize that security research benefits the entire community and appreciate responsible disclosure.
Note: We do not currently have a bug bounty program or payment structure in place, but plan to add one in the future. Please contact us for amenable terms in the meantime.
Platform Features and Use
Peacher provides a platform for political engagement, including the following features:
- Social features: Posts, comments, messages, attachments, following, likes, and engagement metrics
- Legislative tracking: Viewing legislation, votes, sponsorships, and member voting records
- Geographic data: District mapping, geospatial visualization, and representative lookup by location
- Public vs. private content: Posts and profiles can be public (visible to all users) or private (visible only to followers or specified users)
You acknowledge that public content may be viewed, shared, and interacted with by other users. Private content is subject to our Privacy Policy.
Public Official Records
If you are a legislative representative tracked on Peacher, your public records (voting history, attendance records, bill sponsorships, legislative activity, and official actions) are matters of public record and may be retained on the platform even after account deletion.
This policy aligns with the public's right to access government records and official actions. You retain the right to delete your personal account information (email, profile photo, biography, location, user-generated content) while your official legislative records remain accessible.

API Access and Usage
Peacher provides API access for authorized users. By using our API, you agree to the following terms:
- API keys must be kept secure and not shared with third parties
- API usage is subject to rate limits to ensure platform stability
- API access is provided for legitimate use cases only (not for scraping, spamming, or malicious purposes)
- We reserve the right to revoke API access at any time, with or without cause
Prohibition on scraping: Automated data collection beyond API access (including web scraping, LLM training data collection, or unauthorized bot access) is strictly prohibited without express written permission.
Intellectual Property
All intellectual property rights in Peacher (including the platform design, code, trademarks, logos, and branding) are owned by Galco LLC or our licensors.
User Content ownership is addressed in the "User Content and Ownership" section above. You retain ownership of your content but grant us a license to use it as described.
DMCA Notice and Takedown
If you believe that content on Peacher infringes your copyright, please submit a DMCA takedown notice to legal@peacher.app with the following information:
- Identification of the copyrighted work claimed to have been infringed
- Identification of the material that is claimed to be infringing
- Your contact information (name, address, email, phone number)
- A statement that you have a good faith belief that the use is not authorized by the copyright owner
- A statement, under penalty of perjury, that the information is accurate and you are authorized to act on behalf of the copyright owner
- Your physical or electronic signature
Note: We may need to formally register a DMCA agent with the U.S. Copyright Office as our platform grows.
Third-Party Services
Peacher integrates with the following third-party services:
- OAuth providers: Google and Discord for authentication (see their respective privacy policies)
- Nominatim: Self-hosted geocoding service for address lookup
- Carto BASEMAPS: Map tile rendering service (Privacy Policy)
- Plausible Analytics: Privacy-focused, cookieless analytics (Privacy Policy)
We are not responsible for the practices or policies of these third-party services. Your use of third-party services is governed by their respective terms and privacy policies. Inclusion of these services does not constitute our endorsement.
Disclaimer of Warranties
PEACHER IS PROVIDED "AS-IS" AND "AS AVAILABLE" WITHOUT ANY WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED.
To the maximum extent permitted by law, we disclaim all warranties, including but not limited to:
- Uptime or availability: We do not guarantee that Peacher will be accessible, uninterrupted, or error-free
- Accuracy of data: Legislative data, voting records, maps, and other third-party information may contain errors or inaccuracies. We will, on a best-effort basis, correct any mistakes in this data. Please contact us in the event an inaccuracy is found. This best-effort basis implies a reasonable responsability, not an admission of a provided warranty.
- Fitness for particular purpose: We make no warranty that Peacher will meet your specific requirements or expectations
- Merchantability or non-infringement: We provide the platform "with all faults" and do not warrant that it is free of defects, viruses, or other harmful components
You use Peacher at your own risk. Any material downloaded or otherwise obtained through the platform is at your own discretion and risk.
Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, GALCO LLC SHALL NOT BE LIABLE FOR ANY DAMAGES ARISING OUT OF OR RELATED TO YOUR USE OF PEACHER.
Our total liability to you for any claims arising from your use of Peacher is limited to the amount you have paid us in the past 12 months (which is typically $0 for free users).
We are not liable for:
- User-generated content: We are not responsible for User Content posted by others (see Section 230 protections below)
- Third-party data: Legislative information, voting records, maps, and other external data sources may be inaccurate or outdated
- Indirect or consequential damages: Including but not limited to lost profits, lost data, business interruption, or other indirect damages
- Third-party services: Actions or failures of OAuth providers, map services, or other integrated platforms
This limitation applies to all claims, whether based on warranty, contract, tort, or any other legal theory, and whether or not we have been informed of the possibility of such damages.
Some jurisdictions do not allow the exclusion or limitation of certain warranties or liabilities. In such jurisdictions, our liability is limited to the greatest extent permitted by law.
Content Moderation and Section 230
Peacher is a platform for user-generated content. Under Section 230 of the Communications Decency Act, we are not responsible for content posted by users.
We have the right, but not the obligation, to:
- Monitor, review, or moderate User Content
- Remove or disable access to content that violates these Terms
- Suspend or terminate accounts for violations
We are not liable for moderation decisions, including decisions to remove or retain content, or for User Content posted by others. Users are solely responsible for their own content and any consequences arising from it.
Our decision to moderate (or not moderate) content does not constitute endorsement, verification, or liability for that content.
Account Termination and Suspension
We reserve the right to suspend or terminate your account for any of the following reasons:
- Violation of Terms: Engaging in prohibited conduct or breaching these Terms of Service
- Legal compliance: To comply with court orders, legal obligations, or regulatory requirements
- Malicious abuse: DDoS attacks, ban evasion, or other malicious security attacks
- At our discretion: We may terminate accounts with or without cause, with or without notice. If it walks like a duck and quacks like a duck, we reserve the right to treat it as a duck.
Upon termination, you will lose access to your account and associated content. We may delete your User Content in accordance with our Privacy Policy, subject to public official record exemptions.
Termination does not affect provisions of these Terms that by their nature should survive, including intellectual property rights, disclaimers, and limitations of liability.
Dispute Resolution and Governing Law
Informal Resolution (Encouraged)
Before filing a lawsuit, we encourage you to contact us at legal@peacher.app to attempt to resolve the dispute informally. We commit to good faith efforts to resolve disputes through informal means whenever possible.
This is NOT mandatory — you retain all legal rights and are not required to attempt informal resolution before pursuing legal remedies.
Small Claims Court
You may bring claims in small claims court in your jurisdiction if the claim qualifies for small claims court procedures. This provides an accessible, low-cost option for resolving disputes.
Venue and Jurisdiction
For all disputes not resolved informally or through small claims court, you agree that the dispute shall be resolved in the state or federal courts located in Georgia, and you consent to personal jurisdiction in those courts.
These Terms and any disputes arising from them shall be governed by the laws of the State of Georgia, without regard to its conflict of laws principles.
Your Rights
No class action waiver: You retain the right to participate in class action lawsuits.
No mandatory arbitration: You are NOT required to arbitrate disputes. You may pursue legal remedies in court.
Changes to Terms of Service
We may modify these Terms at any time. When we make material changes, we will notify you through one or more of the following methods:
- Email notification to the address associated with your account
- In-app banner or notification
- Update to the "Last Updated" date at the top of this page
Changes will take effect 30 days after notice is provided. Your continued use of Peacher after changes take effect constitutes acceptance of the updated Terms.
If you do not agree to the updated Terms, you should stop using Peacher and may request account deletion.
Severability
If any provision of these Terms is found to be invalid, illegal, or unenforceable by a court of competent jurisdiction, the remaining provisions shall remain in full force and effect.
Any invalid or unenforceable provision shall be modified to the minimum extent necessary to make it valid and enforceable while preserving the original intent of the provision.
Entire Agreement
These Terms of Service, together with our Privacy Policy, constitute the entire agreement between you and Galco LLC regarding your use of Peacher and supersede all prior agreements and understandings.
